Today we’re announcing the launch of our 2025 Annual Survey, which enables us to track the scale and impact of destitution in the asylum and immigration system through our frontline network. The survey will go live on Monday 16th June, with a deadline of 17:00 on Friday 18th July. It will be open to both Full Members (who provide accommodation) and Associate Members (who provide other support services).
Since 2013, NACCOM has gathered comprehensive data from our members through our Annual Survey. We want to better understand the type of accommodation and support our members are providing, who they are supporting and what their needs are, and how frontline responses to destitution are evolving across the UK. On our 20th anniversary as a network, the data gives us a valuable chance to reflect on the power and relevance of the work of our members.
Why your data matters
The information our members provide gives us a valuable insight into the failings and gaps in wider, statutory asylum and immigration support systems and infrastructure, underscoring the crucial role played by the voluntary sector in providing pathways out of destitution and homelessness for people subject to immigration control.
The data is used to shape and inform NACCOM’s policy, advocacy and network development work, as well as joint campaigns and projects with partners, which support our collective work to bring an end to destitution and homelessness in the asylum and immigration system.
Fighting to #EndDestitution
In a year marked by heightened hostility towards migrants in both real world and digital communities, particularly during the far-right racist violence of summer 2024, NACCOM uses the data to highlight the experiences of our frontline member organisations and the people they support. Last year we secured media coverage about the Annual Survey data in the Guardian, Big Issue and Inside Housing, shedding light on critical issues.
The data has also been cited extensively in key policy and advocacy work in the past twelve months. The main findings from last year’s survey were presented in our Impact Report and Annual Survey data briefing. Our data helped to shape our national campaigning calling on government to end migrant homelessness, exposed a sharp rise in refugee homelessness, and provided further evidence of the need to extend the asylum move-on period.
The data we gathered in last year’s survey was shared as evidence in various government consultations and submissions, and continues to shape our ongoing responses to critical legislation, including the Illegal Migration Act, the Supported Housing Act, and proposed reforms to Civil Legal Aid and the delivery of IAA-regulated advice. We work closely with partners, using the data for joint work on key issues and centering destitution and homelessness in broader work on migrant rights and justice.
What the survey looks like
In our survey we ask members to report the type and amount of accommodation, and other types of support they provide. The survey also contains questions on some key focus areas, including move-on and the outcomes of members’ accommodation work, and the scale and scope of legal advice services provided across the network.
Survey changes this year
Recognising that not all members can provide exact data on unmet need, we introduced broader questions to assess changes in service demand and capacity compared to the previous year.
An optional section invites members to reflect on how policy changes—such as the extended move-on period, eVisas rollout, and increased immigration enforcement activity —affected their services and clients.
We also added a few questions on the legal support members offer that falls outside IAA accreditation to help people navigate the complex immigration and asylum system.
How can I use/access the data from the NACCOM Annual Survey?
The headline data from the 2025 Annual Survey will be published later this year and presented at our AGM in November. Alongside our regular data bulletin, this year we are excited to be working on an interactive, online data tool that we hope will make it easier for members and others to use and access the headline statistics from the 2025 Annual Survey.

How can my organisation take part in the Annual Survey?
The survey is for NACCOM members only. If you are a NACCOM member you should have been sent an email directly with all the relevant information. Please contact [email protected] if you have not already received your survey, or if you require any support in completing the survey.
You will receive a copy of the information your organisation has submitted, and we would be happy to share information from previous annual surveys with you, if that is useful to you.
Every response matters
The deadline for the survey is Friday 18 July. Please let Leon know if you have any thoughts about this process or would like to arrange a phone call to discuss the survey in more detail.
We know that the true scale and impact of destitution and homelessness across – and beyond – our network is always greater than what we are able to report through our Annual Survey. That’s why every response matters a great deal to us and the people we work with. We do hope you are able to get involved.
